How can you be certain?

There have been times when I've had a newly upgraded version of android (release
not beta) and an app e.g from my bank, where they have not even started
testing/fixing the app on that version of android ...

Consider changing bank :-)

Means they will probably be slow on every thing computer related, and
have security issues.

Supposedly they're a top five european bank, and since whatever version that
was, they've always been ready when new android versions hit. The biggest
reason for not leaving is that my account number has been seared into my brain
for 40 years.

I would expect that only to happen because of bad coding, i.e.
specifically checking for all supported OS versions, instead of just
testing for the *mininum* required OS version.

Normally, the Google Play / Play Store entry for an app says "Requires
Android X.Y and up", not "... N.M through X.Y".

FWIW, the app of my bank says "Requires Android 7.0 and up".

For OSs, backward compatibility is the norm. For example, this post is
brought to you courtesy of nearly *two decade* old software, running
on an OS which is three major releases newer.

Yes, after I responded, I realized that that might well be a possible
cause, Android tightening up security/permissions, especially storage
permissions, i.e. similar to Windows going from XP to Vista.

Now I recall that it happened to me. I used in Android 4 perhaps an app
that could switch off the data connection at will; it did that based on
location or hour rules. On my next phone the permissions didn't allow it.

I also had an app that could set the clock; using ntp or gps it found
out the exact time and then adjusted the clock. Then this was not
allowed, and instead it helped the user to set up the clock manually,
beeping to indicate when to tap.

I think both apps had root modes in which they could work (if the phone
had been rooted).
