1 - Treat some unfairly and deprive of their rights.
2 - Make sure you treat lots of other people this way too, so it's not an isolated incident.
3 - When protests are made by the person, point out that the person isn't alone in being treated unfairly, and indicate that "it's competitive" to right the wrongs. Justice isn't really supplied any more, because lots of people need it now.
4 - When the person competes and succeeds, lie about their success and say that the person lost at the competition when the person had actually won.
5 - Repeat Steps #2-5 incessantly, sending the person lower and lower in the "dictator's dungeon," no matter how virtuous, innocent, or competitive the person is.
