It's still illegal and totally crazy; yes, if this system exists, you maybe got some dopey Congress dinosaurs all excited one last time about a technology that they understand. That doesn't make it a good idea.

Also, deploying a technology that aids and abets illegal activities, including free-speech limitation, is illegal and un-Constitutional. If you flew an air force jet over the state of Missouri, and the propulsion system just happened to force all residents to not be able to speak for 3 years, that is illegal, even if you claim that you "didn't know the risk" and "it wasn't the intent of the device." You are responsible for governing safely and maturely.

Congress is obstructing justice with their cover-up, too. It's another way that Congress is lying to obscure their crimes, even if they would claim it's all "an accident." All of them should be in jail.
