This is some thing I come across when searching for solutions to
configurations

For instance with Hand brake the Widows version has, I think,

"Tools > options"

whereas Linux handbrake has

"File > preferences"

How much extra work is involved re writing menu code for differing
Platforms and why?

It has irked me on occasion particularly when I'm feeling irkable

There can be other general layout differences as well.

Superficially, it seems pointless.

Curious to know

Very little extra involved. Less than what's required for handling multiple
languages.

The rationale is that it's trying to be consistent with other applications for the
targeted desktop environment at the time of the application's development. Some
applications keep up when the standards change, and some don't. It generally depends
on if they are using the desktop environment's standard development tools or doing
their own custom coding.

Think about it, If Linux was the same as Doze, Micro$oft would be
suing the Developers and the Distribution for copyright infringement
