Yes, I knew what you meant... and we all know WHY the TARDIS
turned in to a British Police Box and stayed in that form.
(Malfunctioning chameleon circuit etc...) So Ruth having a blue
Police Box as her TARDIS needed to be explained in-universe. Not
because it can't be so, but because we need to know how!

It was also a different TARDIS to the 13th Doctor's one, being
similar to the one seen in the show from the 1960's. So clearly
Chris Chibnall had some idea behind Ruth having a blue Police
Box TARDIS. But as it wasn't explained it stands out (to me
anyway) like a sore thumb.

Isn't a fully functioning TARDIS supposed to adopt an apparence that
would not stand out in its locale??

So it would be reasonable for a fully functional TARDIS, in Britain, to
adopt the shape of a Police Box!!

Maybe DoctorRuth's TARDIS did just that .... then 'materialised' in the
Sand/Soil, where we saw it, and some of this sand/soil got into the
'Chameleon Circuit' and gummed things up so that the 'Chameleon Circuit'
failed to work ..... so it was in the 'Repair' line back on Gualifry
..... So DoctorBill could pinch it!!

Oh!! Hang on! DoctorRuth is supposed to be a Future incarnation isn't
she, so that explanation fails to apply!! ;-(

Well, if a fully functional TARDIS materialised in a Britain
that still used those blue police boxes, like 1963. Then yes,
perfectly reasonable.
