I have two questions:

1/ Does Microsoft 365 use the Cloud only. If I want a site backup,
is this possible, and can this backup and its apps be used with the
Internet switched off?

2/ From a book I notice Access will be phased out and then combined
with other apps such as "Dataverse", in MSoft 365.
My business runs on Access; should I be concerned?

It *can* run in the cloud, but if you pay for the "Standard" version
(not "Basic" version) you can install locally word/excel/outlook/access.

That specifically excludes most of the cloud parts

Yes. Access is a proprietary system that very little can talk to or convert
from. MS might choose to abandon it or provide a way to run existing Access
application in Dataverse.

I use Access for vital work, and I'm not concerned at this time. (In my view
Access is one of the best things to come out of Microsoft.) It's trivial to
import and export data to and from Excel, or to and from SQL Server, and there
is an extensive API which gives programmatic access. There are a LOT of Access
databases out there.
