Is there an app that will

While in explorer right click an .EXE and open a window that will easily
allow and store a command line allowing additional parameters to be
appended (and stored withing the app for reuse) and then executed ?

What you are asking for sounds like a simple batch file. Could you be
more specific about what you're looking for, perhaps with an example?

That sounds like you're talking about Windows build-in shortcuts ...

Just rightclick-and-hold the right mouse button on an executable, move to a
free spot (on the desktop or in a folder) and than release the button.
From the popup select "create shortcut".

Rightclick the shortcut and select "properties". Add your arguments to the
"target" line.
