I have a header on my new mobo for a USB C connector. However, all the
front panel connectors I have found have cable slightly shorter than my
tongue, is this a limitation of the specification?

Depends how long your tongue is. :-)

I wouldn't have thought so but I tend to use USB 3.1 to USB C cables.

Then again I do have a USB C cable from my laptop to my monitor which is
quite a bit longer.
