Is there anyway I can get a peer that would be able to send me usenet
feeds. I found the local newsgroups file on the ftp.isc.org and want to
load that file into my server. I would then like to pick the newsgroups I
want to subscribe to and then receave there feeds. Is this even possible
or does it require processing a lot of messages?
Something like uucp back in the day that would then send articles to
cnews.

It sounds like suck would do what you want. It connects to other news servers
as a client and retrieves messages from the newsgroups you're interested in.
