How does Google or Apple block a Telegram channel w/o Telegram doing it?

I keep up on Ukraine news where one site I visit religiously is this
"telegram" channel (even though I don't have a telegram account) at
<https://t.me/s/pilotblog>

Today, Denys Daderov mentioned the following at that telegram channel.

"This channel cannot be displayed because it violated local laws."

"Hamas Telegram channels are blocked by Google for Android users
but still available for IOS (I think will be blocked too).
Telegram is not blocking those directly. Telegram doesn't care
(except porn) what channel or person posts."

How would Google do that without Apple doing it (meaning Telegram
isn't involved)? Does that make sense that it can even happen?

I'm trying to figure out a way to watch big media sans a telegram account.

What is big media? I've heard of the Big Bopper. Could that be
related?
