Hi All,

This is a dumb question, but I don't have access to a W10 machine at the
moments.

Are printers installed universally across all users or just
per user?

Never had to set up a printer in more than one Windows 10 logon account.

The printer once a drive is installed(software, Windows Update, or found
on the network) should appear in device manager for that entire device
giving access to all Windows users on that device.

In an Enterprise environment, there may be admin tools that restrict
printing to devices connected to the network/servers.

i.e. A company might not want employees printing content on the CEO's
printer or vice versa.

I am trying to figure out if I have to read HKLM
or HKLU. There is an API call for a list -- how
programs get a list of printers -- but I don't
know what it is.

You could try running Process Monitor while the Get-Printer
script was running, and see whether it accesses the
registry or not.
