When using konsole, kde overrides the system locale settings based on what's
set in systemsettings5. Check in the Regional settings for language.

I have all of the locale packages installed in this install.
$ rpm -qa|grep locale|wc -l
186

Screenshot attached. The add language is selectable here. Screenshot attached
if it makes it though usenet.

Esperanto is not selectable even though it's locale package is installed.

The package kdeplasma-addons appears to have the eo translations in
/usr/share/locale/eo/LC_MESSAGES/plasma*

It may be a bug in that package. I'm not sure. Please open a bug report
for it.

I keep 3 different Linux distributions on my computer. In Slackware 15
also appears this huge list of languages possible to be added by
SystemSsttings5 but Esperanto also does not appear on Slackware 15. So
this is a KDE bug, not a Mageia bug.

Yeah. Eternal-September has a limit. No articles larger than 1000 KB.
As the attachment was 69K, it should have gotten through ok.

Usenet most certainly allows and supports images as attachments. In my
early days of Usenet denizenship, I myself was subscribed to a newsgroup
where images were posted.

The question is whether Gilberto's news provider — i.e. aioe.org —
allows attachments, and if so, in what form and of what size. This is
entirely up to the individual providers, and many of them have kicked a
number of groups off of their servers in the 2000s due to complaints
about piracy.

Usenet messages often have a very limited size for the present day. But
the administrator can change this size. In an old UOL news groups here
in my country it was allowed to post photos. I do not know that it is
the administrator of this server and I do not know if it would meet any
request to increase the allowed size of the messages.

Eternal-september.org provides free read and write access to all text
newsgroups, to include the Big 8, alt.* (approx. 8000 groups, no
binaries) and most regional hierarchies (more than 200).

Note TEXT newsgroups and NO BINARIES.

At the very bottom of the page you will find in the 2. Public Servers
section, "they’re usually much slower than commercial ones, binary groups
are not carried in order to save bandwidth and their availability isn’t
excellent. People who can choose probably should use other hosts.
Aioe.org and Bananasplit are the most famous public servers."

Every node that messages pass through on the way to the user can (unless
configured otherwise) impose its own restrictions. An ISP for example
can provide USENET, with or without binaries as it chooses.

It was a png image. I have seen small png images attached to usenet articles
make it through ok, though IIRC the sender was also using eternal-september.
