IIRC, the convoluted process is an attempt to slow down bots and theft
and fraud or some such. It keeps the trading entirely within the Steam
ecosystem, where Valve can keep an eye on things and note if there
seems an excess of trading with certain accounts.

'Regulations are written in blood', as they say, and while nothing on
Steam is as dire, still, the actions of a few bad actors resulted in a
less streamlined experience for the majority.
