I have an old Targus laptop carrying case, hangs from my shoulder with a
strap, and on the strap is another little container the size and shape
of 2 of my larger fingers. It closes with velcro at the top end.

I can't figure out what it's for.

Maybe an early very little phone would fit but it woudn't be very handy.
The same bag has an opening to the main bag for headphone wires.

Well it could be for holding a rolled up set of earbuds. My first thought
was one or two USB sticks.

(Not sure what you mean by "the same bag" - do you mean this extra
little compartment? How do you know the opening is for headphone wires?
[If you're sure about that, maybe the extra compartment is for

I mean the big bag. It has a rubber "door", sliced like a pizza pie
(except around the circumference) and that has embossed on it the image
of headphones.

I had an old Targus case for Micron Laptop(Win95 era), it camer with a
small external case and was intended for identification(inside that case
was a thin cardboard paper with lines for name, address. Threw that away
and inserted my business card.

That could have been it. They wanted something to make their bag look
even more special. Maybe I'll put my cocaine in it. The TSA will never
think to look there.

'feature' phones. (Here mostly Nokia ones.)

When you say "container", is it stiff, i.e. hard plastic, etc., or

My first (~2000) laptop (and it's docking station) had two PCMCIA
slots and I had multiple PCMCIA cards, a SCSI card for SCSI periherals
like a DDS/'DAT' tape drive, a card which has a SD-card (and other
cards) card-reader, a 'high-speed' USB card (USB 2.0), special network
cards and probably some others. I still have the laptop and some of the
cards. I keep it, because it has a (removable) 3.5" diskette drive, just
in case I want/need to boot something from 3.5" diskette. (Yeah,
*right*! Fat chance of *that*! :-))

I presume the OP knows what he's talking about when he speaks
about a "laptop carrying case".

I have a real old USB stick of 256 MB (wow! ;-)) that measures
8x2.5x1 cm. So if the case is that old too, my guess would be
the "little container" is for a USB stick.

That's possible, as would be some of the other suggestions. However, I
would think that with a laptop carrying case, it would be something
that's used with a laptop, and that leaves out a mobile phone. That's
why I suggested something like a mouse or a charging cable.
