Personal software piracy is not a criminal offense in practical terms,
in the U.S. No one does time for it, for certain.

Personal perhaps. When I worked at UNLV we would get occasionally audited...
and there were penalties. My labs were always found to be 100% in compliance.

Thankfully they never looked in the folder marked "US Budget" with the image
of a pig.

It seems that the government wouldn't need be the one responsible for
finding infringement by an organization of that kind.

Been many years but I think it was a private organization the software
companies used.

In the UK they don't do that sort of thing much. Although apparently my local council was done for not having enough Windows licenses (they had ONE for the entire council). ROFL! The government getting itself into trouble.

The United States has a history of intellectual property piracy going
back to the very beginning with unauthorized editions of British and
European works. Charles Dickens and Tolkien were ones who screamed
most about American piracy of their works but they were far from the
only ones.

In response, modern US copyright law goes way beyond most of her
allies which may be strongly related to America's role of far more of
literature in the English language (including electronic media) than
was the case pre-WW2 when the majority of English language works
shifted from Britain to America.

When Churchill was hit by a car in NYC in 1931 he was on a book tour
(he was hoping to recoup his 1929 losses which he didn't fully do till
post-WW2 - his 6 volume WW2 history was a big part of that) he was
promoting the American editions of his latest works.
