A few years ago I remember an image editor that had a radius that you could
bring in and as a result you could make people thinner.

Do you remember which free image editor that was?

Irfanview allows you to resize images. You can change the width while
leaving the height alone, which may achieve what you want. The change
can be entered as a percentage or as a specific pixel number.

Thanks for trying to help but it's not the image that I want to shrink.
When I take a picture of fat people, I just want to pull in their gut. :)

From searching I learned some of the keywords are "liquefy" & "warping"
which Photoshop will do ("liquefy circle curvature") but I don't have
Photoshop nor is it worth buying Photoshop just to clean up a few family
photos before sending them back to people.

I found a VicMan "Cartoonist 1.3" app which doesn't run on my Windows 10.

known good version of Photo Toolkit "Vicman Photo Editor" version 1.1
has what I need, which is a settable radius that you can liquefy within.
C:\Program Files (x86)\Photo!\Photo! Editor
Put it in C:\apps\editor\pic\vicman_photoed

It even has a blemish removal/healing brush which would also be useful.

You need some serious hardware, not software, to accomplish that. :-)

GIMP is open source and freeware, and does much of what Photoshop does.
It has "Warp Transform", which may well do what you're after.

No. It isn't The GIMP. Nor is it Photoshop. Both can do it though.
But they're miserable to use.

The GIMP has "Warp Transform" which is a liquefy feature for edges.

The easiest way to to make people look thinner in a photo is to take their
picture with a fat person. Instead of announcing "Say cheese," say "Have you
been losing weight?"

As I rarely need hashes I uploaded the file to Virus Total which checks the
hash automatically

I am unfamiliar with Virus Total but that looks like a SHA256 hash.
