BIOS legacy, no UEFI

Before, partition 1 have Windows 10 and partition 2 have Mint 19.3 Mate.
I can choose boot windows or mint.

After replacing Windows with Mint 21.1 (partition 1) GRUB show only Mint
21.1, there is no Mint 19.3.

Grub-customizer, Boot-Repair, or any other method don't work.

I can boot in 19.3 only when use Boot-Repair USB and select 19.3, but
then I don't have 21.1 in Grub menu.
So, I need to use Boot-Repair USB, select 21.1, restart and only use 21.1.

Why Grub don't have 19.3 and 21.1 like it have Windows and Mint 19.3?

Sounds like you've installed two copies of GRUB then. Running os-prober
from your new LM21 install "should" allow you to find the (EOL) 19.x
installation.

That being said, why not just mount the LM19 partition into your running
LM21 install?
