If it were me (partly because I have it sitting immediately to my right
on a Ventoy stick), I would be interested in knowing if I could get
something like a live boot of KDE Neon to connect w/ my phone, which
phone I assume has a google play KDE connect installed.

That is:
- install KDE Connect on android
- boot KDE Neon live (already has KDE Connect by default)

https://play.google.com/store/apps/details?id=org.kde.kdeconnect_tp&hl=en_US&gl=US

For me, the crash report is beyond.

I looked in the Mint forum to see if GSConnect was a 'better' choice for
a non-KDE DE such as Mint's, but that wasn't rewarding. Apparently
GSConnect is 'partial' to Gnome Shell.

I don't know about scrcpy, but it is in the repo/s, but not the latest v.

Without authoring a new book in the world, could you simply explain what it does?

Windows has all sorts of 'phone' apps and connections (at least from reading).

I use a add-on to all browsers called push-bullet. It simply mirrors you text app on android. You send and receive
text from your desktop if your browser is open.
