What I want to know is how they get away with releasing software on github
WITHOUT making the source available since it says right below that the zip
file is an empty placeholder.

Can anyone do that?
Or just bullys like Microsoft?

Microsoft bought it. But if I remember correctly, Paint.Net
is OSS. Maybe the download is on another page. Github is one
of the worst designed websites I've ever seen. And these days

On the other hand, who wants student project, always dependent
on the latest dotnet bloat? Paint.Net was originally developed
as a .Net showcase program. (Probably because everyone
else had the sense not to write desktop software with .Net.)

I often find those downloads confusing, and they're not the
only site acting like that. When did it become unfashionable
to explain what a download is for, what's been updated, or
even what OS versions it supports? You need to be a programmer
to make sense of github webpages, yet the presentation is
not informative.

64 - for a 64-bit system
ARM - for ARM processors
Win32 - for standard AMD/Intel processors
(often "x64" or "x32")
ZIP or RAR or TAR or GZ, or god knows what else -
typically source code or a "portable" version that
needs to be maunually unpacked.
EXE - standard Windows installer file... unless it's not.
If it's tiny then it's probably a trick installer that will
call home and start the real download/install as a single
operation.
MSI - Windows Installer package. Works fine as an installer
but is typically a bit bloated and often leaves behind
a lot of bloat.

There's also sometimes an Itanium CPU pakage. I don't
remember the code for that.

MSIs can be nice, though, insofar as they can be
completely unpacked and documented in most cases,
without having to install them. Though there are some
exceptions. Microsoft, as usual, often break their own
rules on MSIs. At one point they were programming them
to dump the install into TEMP and then move the files.
InstallShield is even worse. I've seen MSIs from them that
contain obfuscated content, like IS CABs and embedded
EXEs to install them. In other words, they make an MSI
but it's really not an MSI at all. It's just a package for
their typically locked installer files that make it impossible
to see what you're installing.

The link provided by the OP provides all the downloads for Windows
32 bit(x32), 64 bit(x64) and Arm

The software installs fine on Windows 10 Pro and 11 Pro using the exe or
msi.
I used these Github downloads
- paint.net.4.3.11.install.x64.exe
- paint.net.4.3.11.winmsi.x64.msi

The free version of the software is available courtesy of the owner on
GitHub. An additional location to the optional hosting site - dotpdn.com.

The source code placeholder is blank because the source code is not
available for distribution or inclusion as open-source in other
application or apps programs(i.e. the free version of the software is
free and licensed accordingly but without the source code)

The paid(fee charge) version is available in the Microsoft Store($7.99 US)
"If you buy Paint.NET in the Windows Store, you'll be supporting its
development directly (normally we ask for a donation). You will get the
convenience of fast, easy installation onto all of your Windows devices
along with fully automatic, behind-the-scenes updates with all the
newest features, improvements, and fixes."

Also note....Paint.net initial development was an undergraduate college
senior design project mentored by Microsoft, now maintained and
developed but that same author.

Yes, I can see that. Most people can't. And as mike
pointed out, their condescending note about MSI is not
helpful.

The page you linked also has a note and link about Win7/8.
If for some inexplicable reason I wanted to install Paint.Net on
my Win7 box, I'd have to also figure that out. (I need a Win7
patch and another VC runtime? Huh? .Net doesn't work without
VC runtimes now? They're building .Net in VS?)

There's no clear explanation with a download link for 7/8
dependencies. There's just a link to a long page detailing different
..Net versions and dependencies. The latest addition to MS's
DLL Hell museum.

And a placeholder for non-existent source code. Github doesn't
have to flexibility to leave that off the page? I suppose that's
probably why the site is such a mess. It's an automated system
that auto-generates a set of webpages, produced by a programmer
who has no sense of design, aimed at providing mainly just information
and source code links of interest to other programmers. Linux-style
social skills:
"If you have to ask what the hell this page says then go away!"

I am always happy to pay for decent free software. Even though I knew
very well that I could install HexChat and Paint.net at no charge, I
preferred to pay for them over on the Windows Store to help them out.
The convenience of installing them through the Store also can't be ignored.
