Nextcloud server running in a VM on windows? Probably overkill.

instructions you might be ok.

Are you sure those urls contain downloads to install a Windows server?

And you'll notice the guy who spent the five hours,
corrected this:

At least the five hour guy, actually did it. It's
seeing the details corrected, that makes you more believable.

And I can well believe it taking five hours to get a Python
project airborne. Not all the dependencies get computed, you
get "scipy missing" or "numpy missing" or you find out that
you need some 1.4GB download to get some graphics goodness,
and so on. Doing one fix after another fix after another fix,
the hours start to add up to real money.

If you did a Python PIP "HelloWorld", that might well take
only five minutes. But some projects are very complicated,
and for those, you have to use your imagination, what
a particular message is really telling you about your
install state.

The original pip and pip3, if you fall for those, they point
at an "overloaded server", and projects stopped being
pulled from those servers long ago. There seems to be a newer
pip used for Python now. I have not located the "origin"
of that code, so I could see what their design objectives were.

It did seem odd that a tilde was used by Radicale on their Windows
instructions https://radicale.org/v3.html but I thought maybe Python
handled the tilde internally to the interpreter perhaps?

He seemed knowledgeable but he also had to deal with 200 Apple users in a
production environment with a budget of zero dollars to set up the Windows
CardDAV server (I didn't understand but he said it was because iOS doesn't
work with O365's GAL, whatever that means in plain normal English).

His first dependency was he said Radicale uses LDAP but he said LDAP can't
import contact information. So he said he had to first set up XAMPP
https://sourceforge.net/projects/xampp/ to maintain a .htpasswd file.

After XAMPP, he said he set his 200 iOS devices required the use of SSL and
he said Power Shell could create the self signed certificate, but he used
OpenSSL instead to meet that second dependency.

Sometimes he called it xampp and other times he used xamp with only one P.

As you surmised, it was one thing after another where he then installed
Windows Server 2012 R2 and Python 3, which I guess was his third and fourth
dependency.

The cutely named "Non Sucky Service Manager" was another dependency
apparently, where he said NSSM was to create and edit an automatic service
to run Radicale on server startup. (Is that non sucky service manager a
common tool on Windows for managing services upon bootup?)

There was one more dependency, which was a CalDAV Synchronizer client for
Outlook to upload contacts to the CardDAV server.

At least the 5-hour guy told us in the beginning what his design objectives
were, but he ran into just the kind of dependencies you said that he would.

He installed his Windows Radicale server from within Python using the
correct Windows path and not the tilde that was shown on the Radicale page.

I did find Radicale runs on Windows but the instructions stunk.

For example, the very first line after "Installation Steps" is this:
*I will assume you have already installed Windows Server 2012 R2 or above.

I've never even heard of "Windows Server 2012" and even if I did, I would
think 2012 is old software. Don't they have anything newer to offer?

What's the current version of "Windows Server" and what is it anyway?

From that, the current version seems to be Windows Server 2022 (duh).
But there is only a "Free trial" so it won't help most of us, will it?

What "Windows Server" would you install if you were trying to follow those
instructions to set up Radicale when the instructions date back to 2012?
