Hi,

I am running

BibTeX 0.99d (TeX Live 2023)
kpathsea version 6.3.5
Copyright 2023 Oren Patashnik.

on the Mac 12.6.5 (using the lates abd fully updated BasicTeX)

and am getting the above error message, from the enclosed MWE.

On Ubuntu 20.04.6 LTS running

BibTeX 0.99d (TeX Live 2019/Debian)
kpathsea version 6.3.1
Copyright 2019 Oren Patashnik.

it produces the expected PDF with both citations (which I can't attach).

I have run

tlmgr install --reinstall bixbtex

already
