Maybe I'm doing the updating wrong, but I've never updated the preview
updates and they have always been optional. Today, my system needed a
restart to finish the:
2023-01 Cumulative Update Preview for .NET Framework 3.5 4.8 and 4.8.1
for Windows 10 Version 21H2 for x64 (KB 5022476)
There is an cumulative update preview (KB 5019275) listed below as an
optional update.

Why did the one get installed when I don't install optional updates
without permission?

Because the Preview .NET updates are screwed up and autoinstall.

They used to hang Windows Update entirely, and that went on for quite a
while. When you finally got it unhung (there were a variety of tricks)
the "preview" would automatically install anyway.

I think the way they fixed it was to just have it install automatically.

Maybe they should stop using the word "preview," because they have never
been optional on my Win 10 and Win 11 machines.

Normal for .NET 3/4x Cumulative Update Preview but not entirely for
non-cumulative or non-Preview .NET 3/4x updates.

Auto-deployed based on three reasons
Access Windows Update
Check for Updates
Auto in background via BITS/WU

Note: .NET Preview that do not include a security fix(i.e. non-security
..NET) are not installed automatically.
- These are rare, but have occasionally occurred since 2018(on Win10,
now also applicable to Win11) - .NET(any) are Windows version specific.

Iirc, its been about 3 yrs since the .NET Team @MSFT announced the change
for .NET deployments and the auto mode(for Cumulative Preview .NET updates).

Still being curious, I went back to take a look. I've haven't had this
box too long, and the first Quality update on the list is from 3/3/21.
There are a total of 50 Quality updates, and this is the very first and
only one that has "Preview" in the update name. So I went and looked at it.

Above, you say they are not installed automatically if they do not
include a security fix. Their page says, "There are no new security
improvements in this release."

Under additional information, it cites and gives links for two other
updates, that I guess this includes, and neither of those has any
security improvements. Quality and Reliability improvements are all
there is.

I just don't like MS muddling things up by calling something a preview
update and then installing it as a quality update.
