This post pertains to a new Windows 11 Pro/Business PC. A local account
was created with the "Join Domain Instead" initial option.
Unfortunately, this PC operates outside of a domain as a "stand
alone." After a new account's created with netplwiz, Windows 11 nags for
me to create a Microsoft Account. There's no way to kill the nag. If
your press ctrl-alt-del and choose "Task Manager" Windows 11 instead
sends you right back to its nag screen.
Is this by design? Is it impossible to circumvent?

I honestly don't see why people are against logging in with a Microsoft
account, it's just like you would on a smartphone, I use my Google
account with that (an Android device). People are so particular.

Some erroneous assumptions need to be cleared up before others jump to
the wrong conclusion and/or offer bad advice.

1. This is a brand new PC, pre-loaded with Windows 10 Pro and a Windows
11 upgrade option.
2. It must be connected to the Inet in order to upgrade to Windows 11.
3. A client owns this PC.
4. Microsoft balks when my own Microsoft Account is used too many times
to deploy other people's PCs.

Huh? I'm sure you're not meaning to say that one has to log into Google
each time they boot their Android smart phone in order to have their
smart phone function.

I have many Android smart phones and don't have a Google accout (or a
Microsoft account). They work fine without "logging in".

I suppose one way to circumvent it is to create your own Samba domain, and join
that? The DC could just be a linux VM that spends its life shutdown, then
either login with cached credentials to a domain account, or use a local
account? Maybe it would still nag about using a local account?

I think he means that he couldn't care less if Google has a
record of every time he visits the toilet, and shops that record
around to toilet paper makers, as well as the NSA and local police.
And that if you care then you're a tinfoil hat wearer, unfit for
human society. For someone who lives on Google, the idea of
having to think about what you're doing is a source of horror.

I don't think he's got a domain login, in effect he said I don't need a MS
account because I'm going to use a domain, bu then he didn't actually join a
domain, so MS is complaining that he "lied" ...

Yes! My intuition tells me the same thing. But it may be a false
positive...

To repeat myself, this /brand new/ PC is destined for a client - a
domainless client. And the PC's /brand new/ attribute may play a role.
Other Win10P PCs, already deployed to different domains, upgrade to
Win11P without a hitch. This is the first time a /brand new/ PC was
upgraded from Win10P to Win11P prior to deployment.

My MO with /brand new/ PCs entails the creation of a "back door" local
admin account, who in turn enables the local Administrator account.
(Hardware vendors always ship new PCs with local Administrator
credentials disabled.)
In the present case, after the "back door" local admin account is
logged into for the second time, Windows displays its "Let’s finish
setting up your device" (LFSUYD):

The LFSUYD dialog ignores <win key> shortcuts and refuses to relinquish
control to the Task Manager, even when you ctrl-alt-del then alt-tab to
the Task Manager.
The only way around it is to ctrl-alt-del then login as a different
user (as others in the thread suggested). If you click the LFSUYD
"Remind me later" button the nag supposedly goes on hiatus for three
more days.
This PC needs to be deployed to a client onsite, with its LFSUYD
Trojan horse time bomb deactivated. As stated previously by me,
Microsoft balks when my own MS Account is used too many times on too
many different PCs.

Although the above link touts this hack:

it doesn't feel like it worked. So, here's the next hack:

Enough of this rabbit hole! At this point my patience with Inet search
engines (designed primarily to pitch product) ran out. As expected, my
Inet searches dug up a lot of clueless people who wasted too much of my
time with useless or bad advice.
Except for one guy. He was the guy everyone else ignored. He said
it's impossible to disable LFSUYD and it will surface sooner or later.
His words make sense given the latest Multi-Factor Authentication craze.

In regards to my Android phone, it operates google-free because it never
connects to the Inet. My work gives me more than enough exposure to the

To answer my own questions: this is apparently by design and it's
tentatively possible to circumvent the nag. First, allow me to provide
greater detail.
The nag's an adjunct to an out of box experience with two lenovo PCs
pre-loaded with Windows 10 Pro, both with an "upgrade in place" license
for Windows 11 Pro. After the "upgrade in place" completes, when a local
account signs in for the second time, Windows displays its "Let's finish
setting up your device" (LFSUYD):

The LFSUYD dialog ignores <win key> shortcuts and refuses to relinquish
control to the Task Manager, even when you ctrl-alt-del then alt-tab to
the Task Manager.

This procedure seems to squash the LFSUYD nag:

1. Sign in to a local account for the first time

2. Use regedit to merge this key into the current user:

[HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\ContentDeliveryManager]
"SubscribedContent-310093Enabled"=dword:00000000

3. Sign out and sign in again

4. After the LFSUYD nag appears, click its "Remind me in three days"
button.

5. Use regedit again to merge this key into the current user for the
second time:

[HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\ContentDeliveryManager]
"SubscribedContent-310093Enabled"=dword:00000000

As of today - about thrice three days later from my original post - the
LFSUYD nag hasn't appeared again.
