It was true over 2.5 years ago and at that time applicable to Windows 10.

Windows 11 is capable of running on compatible ARM devices(uses an
ARM64EC interface(ABI)

Apparently you can even get the ARM version of Surface Pro X as a refurb (off lease).

The question most people want answered is "will it run Legacy Solitaire?".
That's for the business people out there.

I can't imagine being trapped in a Metro.App world and not being
able to find an application to do anything with. Is Irfanview available
as a Metro.App ? Will MediaPlayer.App burn a CD of music for you ? Etcetera :-)

I would have thought the people who got burned on the first wave of ARM
products, would have sent smoke signals warning others about them.

The first wave of ARM(and RT) products is/was(iirc, been a while since
Surface 2(ARM) and Surface RT and earlier devices get discussed) limited
to Windows 8.1, well before the MediaPlayer.app. 8.1 unlike 10 is
out-of-support, thus smoke relative to the MP app is close to a pipe dream.
- Note: many of those earlier ARM/RT products did not meet Win10 specs.

The Surface 3(Intel Atom, not ARM/RT) because it meets Win10 is capable
of running Win10, but not Win11.
- One clarification, Surface 3 may not be offered Win10 or later
feature updates. In fact, it may be necessary to upgrade them using the
extracted ISO's files copied to a new folder on the o/s drive(or
installed SDXC card) - run setup.exe from the folder, not a mounted ISO
