Is there any software for Linux that can do ePTZ with IP cameras
or similar?

The more precise use case I'm thinking of is the software takes
the output of a 4K/8MP fixed-lens camera and crops/zooms it to a
720p or 1080p stream.

I would guess libffmpeg or similar back-end libraries ought to
have that sort of capability. Do they? Is there a front-end to
let a user control the cropping/zooming in basically real time,
to emulate an electromechanical PTZ camera?
