It's a bit complicated, I don't have a IPv4 but IPv6.
However my router shows a IPv4 too but that isn't the one mentioned.
The one mentioned is from my ISP.

There may be breadcrumbs you can locate by Googling,
and including your cloaked details you don't

Usually this requires a DPI (Deep Packet Inspection) box at the ISP.
Running an ISP requires more than just routers and firewalls. You actually
have to interfere with protocols, on demand. For example,
SMTP protocols are blocked (to prevent customers from
supporting email spamming from home). If you phone the tech support
of your ISP and ask them about that, they will say
"we don't filter anything sir <snicker>". They will not
admit, or itemize a list of the standard ISP filtering functions
they all use.

Someone in another group, set up incoming SMTP on a home machine.
First they tried standard Port 25. The port closed and nothing
would come through Port 25, after the first couple packets of
an SMTP connection session were detected by the DPI box. Next,
the experimenter changed his server to having SMTP on port 1025.
As soon as a couple packets for that protocol appeared on
port 1025, the port closed and no further packets could come in
on port 1025. And when that guy phoned up the ISP, the staff played
innocent, and would not admit how heavily armored the ISP was.

You can't even consider going into the ISP business for yourself, unless
you have provision for all of that. With the right filtering,
you can avoid being placed on a number of blacklists.

If you're tethered on 4G, there *still* has to be all that filtering.

The beauty of DPI boxes is they are fully automated, A human does not
have to sit in front of the console. The box just sits there and
quietly closes SMTP ports, as you try to open them :-) Which I think
is kinda cool. The staff don't even get pissed and phone you up and
tell you to "knock it off", because the DPI box just guns down every
attempt. Such is the beauty of automation. Wire speed filtering.

Sucuri is (effectively) a smaller version of cloudflare. *They* blocked
you, because your (masked) IP Address is in one of their various
blocklists.

Wel, I have a similar message when, in Firefox, I use a privoxy server
forwarding requests to tor server on my network.When I read some
informations about this on torproject.org, I found a solution : to use
tor bridg (for hiding I used Tor during my surf on web sites)
So, my first solution was to setup Firefox network parameters with no
proxy for linuxmint.com (but in that case, my connexion are not anonymous)
So, I applied the second solution proposed by torproject.org ie using a
bridge (see more informations at
https://blog.torproject.org/different-ways-use-bridge/ )

And if you don't use Tor, I recommand you to verify your Firefox network
parameters
