'I’ve come across this issue quite a bit lately and I’m not really sure
what causes it.The battery icon in the system tray will have a red X and
indicate the tablet is plugged in, but not charging. It seems to occur
shortly after a Windows Cumulative Update. '

Really? When I plug one of my external batteries into my iPad when using ForeFlight it shows it's charging but the remaining battery time continues to decline. This can also happen if you have a defective charger. Google "ipad not charging"

I'm going off your post's title. Just saying, it's not accurate is all cases. In fact, my iPad 7 power draw under heavy load will kill the battery in about 3-4 hours. My external 10k mWh battery cannot keep up, likely due to its charging limit. It's a battery extender, not a charger, when the iPad is running in an aircraft under heavy load. You don't mention the charger type or use state in your title.
