Milton Rothman, Fusion, published in Stellar 1. It's, uh, not great
but it is about fusion.

The Jupiter Theft has an early subplot about a boron-11 fusion plant,
whose operation is complicated by the fact it's a joint project between
the US and China, both of which want to keep aspects of how their
side of the plant works.

David Weber makes a clear choice that Fusion bottles are huge in his
space ships in the Honorverse. He also has Fission reactors that are
much smaller but not as safe.
