i2pn.org sends NoCeM notices to news.lists.filters. These messages contain the Message-IDs of what is mostly abuse originating from Google Groups. This was started during the ‘Thai’ spam flood of 2023, and continues to now.

The filtering is handled by a highly modified configuration of SpamAssassin, and once initial testing of a few weeks was over, seems to do a reasonably good job of avoiding false positives.

NoCeM is NOT used to censor speech or punish anyone. It is simply there to help keep the newsgroups free of abuse, and allow actual conversation.
