"Tensions are rising between the United States and its Western allies over Ukraine’s deteriorating economy, as American officials increasingly prod the European Union to ramp up financial assistance to the war-torn country.

On several occasions this week during meetings of global financial leaders in Washington, Treasury Secretary Janet L. Yellen called on her international counterparts to accelerate both the speed and amount of money going to Ukraine.

Both Ukrainian and U.S. officials are careful not to antagonize their European allies with harsh public condemnations but have still conveyed their sense that the commission is moving too slowly.

“I know they’re very frustrated,” one former senior Treasury official said, speaking on the condition of anonymity to reflect private conversations with Treasury leadership. “The U.S. officials want to see Europe deliver far more quickly … They want Europe to deliver far more expeditiously. They need to deliver.”

In a statement, European Commission spokeswoman Nuyts Veerle strongly rejected the idea that the E.U. had been slow or inadequate in its disbursement of aid. The overall commitment of “Team Europe” — including not just the E.U., but also its member states and financial institutions such as the European Investment Bank — amounts to roughly 19 billion euros, Veerle said.

The European Commission is also pledging to have disbursed 10.2 billion euros in emergency economic support for Ukraine by the end of the year, excluding military aid, Veerle said. ...

Part of the challenge is that such decisions by E.U. capitals have to be supported unanimously, creating the opportunity for roadblocks, whereas the United States can approve aid without having to consult other nations."

There are so many EU countries near to Ukraine, yet none of them was interested to deliver economic aid to Ukraine. It goes to show they are not interested to even heed US ordered on them to deliver aid. They want to abandon and isolate US from EU.

They want their NATO membership in EU to be dissociated away from their EU and away from US ordering them to do this and that. They want to alienate US ever since Merkel was snook by US. Now, after getting their noisy UK out of their system, the EU wants to be inter-dependence with each other more solidly as they dump their arrogant UK of their EU system.

They now are considering working Russia as a European partner and not as a enemy or opponent to Russia. They now woke up to the fact that all the pasts, US was tactically using them to see Russia as a threat to them and hence to join NATO to surround Russia instead. Now, EU wants to consider Europe as EU inclusive of Russia, too.

Make no mistake, it is far easier for EU to include a country, Russia, as partner of Europe than to fight a EU war with Russia in order to oust and isolate Russia's economy from Europe. It is far easier to foster good relationships with Russia's economy than to destroy and disconnect them.

Henceforth, it is wise for EU to dismantle NATO in Europe in order to isolate US from their soils, but to work with Russia as part of Europe, instead. By this way, breaking up NATO in Europe is right thing to do and isolating US is the best option to it, too.

The article had provided two explanation on Europe's delayed economic aid to Ukraine.
1. "Part of the challenge is that such decisions by E.U. capitals have to be supported unanimously, creating the opportunity for roadblock..."
2. Europe has provide a lot of aid to Ukraine already in the form of accommodating Ukrainian refugees.
“The E.U. has been welcoming millions of refugees from Ukraine and has been taking care of them on E.U. territory. All this needs to be taken into account when discussing the overall extent of the support and assistance,”

I would add a third reason. European nations and the US have different goals over Europe's
global role. Washington is, after all, on the side of Washington, first and foremost. Europe and
European unity, are best, secondary to Washington. Different goals over Europe is the cause.
Different view over Russia and Russian behavior is the effect.

As is, Washington is the chess player using European nations as its chess pieces in a game of
global domination. Zbigniew Brzezinski wrote the following 25 years ago. It was true then. It was
more true now.

"The United States has always professed its fidelity to the cause of a united Europe. Ever since the
days of the Kennedy administration, the standard invocation has been that of “equal partnership.”
Official Washington has consistently proclaimed its desire to see Europe emerge as a single entity,
powerful enough to share with America both the responsibilities and the burdens of global leadership.

That has been the established rhetoric on the subject. But in practice, the United States has been less
clear and less consistent. Does Washington truly desire a Europe that is a genuinely equal partner in
world affairs, or does it prefer an unequal alliance?...
Ambiguity regarding the degree of American support for European unity also extends to the issue of
how European unity is to be defined, especially concerning which country, if any, should lead a united
Europe."
