In a tournament game it is not proper to speak to your opponent except to offer a draw, your resignation, to announce
check or checkmate (if you must), or to make some critical non-game announcement such as "I believe the tournament
hall is on fire".

You do not say in what context you are playing. I never had this problem while directing tournaments, but
if I did I'd tell your opponent to shut up or be forfeited.
