What I tried to post:

Garbage video. There's no description of what the situation
is and the sound was censored to keep from hearing what was
said. Was he making death threats to the cop? Did he
previously attack the cop and threatened to do it again?
But the article says nothing about it. This looks like
one of the videos you borrowed from Black Lives Matter:
they love highly edited silent videos without description.
