Ok ... that's CLEVER - bugged soldiers. Usually when one
of the Enemy is captured, the first thing done is to send
them to a central HQ for interrogation. The trackable
troops thus PINPOINT such headquarters - which can then
be attacked or infiltrated in various ways.

Russia (and I think later the CIA) also employed "rocks"
that were actually surveillance devices ... just leave
a few near critical roads/intersections and have them
transmit their data every so often. It'll give you a
good picture of goings-on. Nobody notices a rock, and
if it only transmits randomly they'd have hell trying
to locate one "spy rock" out of millions of regular rocks.
