Let us look at that is sections.

Yes, weapons are now more powerful.
But the most powerful weapons are generally
not used.

The ones with a frequently used 'role'
are not greatly developed from older days.

Big piles of rubble, and dead bodies are not
that productive to anyone.

Separate out the leaders, and isolate them.
In Roman times, strangle, or sever the spinal column.
In Medieval stab, sever spine, or burn, or ?.
In WWII a .32 to back of skull.
Nowdays just keep them isolated, or any of above.

But, if fear is what you desire, a slow ratcheting
up when 'they' have no means to seriously resist,
works fine also.
