From that great oracle aka Google:
To "pettifog" is, according to the Merriam-Webster dictionary, "to quibble over insignificant details" or "engage in legal chicanery". The verb was actually formed from the noun "pettifogger", which was used in the 16th Century to describe those who would argue over minor details in a fee.

I think "pettifoggery" has a pleasant ring to it and nicely describes most of what passes for discourse on RORT.

Ah, we need the easy facility of coining new compound words afforded by the German language. I'm sure the exact word you seek can be found in a German dictionary or could be easily constructed by a native speaker. In the meantime, maybe a portmanteau such as "cankerblossum" from Shakespeare could stir you imagination. It doesn't have the flavor of "lackwit" you're searching for, but you catch my drift.
