I cannot tell if it were messed up or not.

The Web page it was copied-n-pasted from declared UTF-8, the default
character set of Web pages these days.

The O.P. declared IBM437. This was IBM's original extended ASCII character
set, the one with the box-drawing characters and the character set
built into graphics cards before the display gets switched to a more
modern character set later in the bootup process. It does include those
accented characters. I can't render it in my terminal emulation but I
can render IBM850 which has those specific accented characters at the
same code points.

I don't think they were using IBM437 code points but I can't tell.

Pasting from UTF-8 into IBM437 doesn't change the translation of those
characters.

You've changed your own declared character set to UTF-8. That doesn't
help because your display has to match the character set as received
and, unless you write your own macro, there's no process built into your
newsreader to change the translation from IBM437 (or whatever it was) to
UTF-8 and you'd have to substitute the UTF-8 character manually.

I see that. I got a few characters of gibberish for the first "e" in
Hebert, because it's supposed to have an accent grave. I suppose
people reading this in, say, a web browser had no trouble at all. (It
really wasn't trouble for me, either, as the wetware puzzler kicked
in.)

It's the same thing in a Web browser. The declared character set in the
Web page's headers must describe the actual translation in use on that
Web page and the user's display also has to match. There may be a more
automatic process within a browser to change the character set on the fly
based on the headers in the Web page, but if the declaration doesn't match
the actual characters on the page, then there will still be gibberish.
