Slight correction. China is not exempt. They just have not been pressured enough to participate yet.

The world is filled with tradeoffs. If we help out the people endangered by our contributions to climate change or our drug habit, fewer of them will
show up on our doorstep looking for a new home after their old one is destroyed.
