Hey, I'm sure the USA/NATO has AGENTS inside China.
Supply them with little 2.5-meter balloons with a
bullshit electronic noise-maker attached. A little
squirt from a hydrogen or helium tank and yer ready
for some fun. They'll rise slowly - very hard to spot
initially - and drift over large cities and mil bases.
Very cheap, very annoying. Two can play this game :-)
