That's exactly the kind of thing rank and file voters will remember and so will the far
left libs. Next year they'll spend the summer highlighting every heat stroke death
whether it's a builder or not and they'll point out that it's not about work time off to
get a drink, it's about thinning the ranks of Mexican construction laborers. Never mind
the fact that they can deal with the heat and the white boys can't. The Dems are going to
make much hay with this in the fall of '24 especially if it turns out to be as hot as this
summer.

This summer, like last summer, Texas has battled a brutal heat wave that regularly reaches
triple-digit temperatures. This summer, like last summer, the heat wave triggered record
levels of energy demand. This summer, like last summer, there have miraculously been no
rolling blackouts; in fact, this year, the state’s grid operator has so far asked for just
one day of voluntary energy conservation.

And this summer, like last summer, renewables have been the heroes of the story — yet they
remain curiously vilified by politicians in the Lone Star State.

In recent years, renewable energy has been ramping up across Texas. The state has rapidly
increased solar capacity, for instance, enabling as much as 16,800 megawatts of solar
power to be produced on the grid as of the end of May. That’s roughly six times the
capacity that existed in 2019 (about 2,600 megawatts), according to data from the Electric
Reliability Council of Texas, the state’s grid operator.

This increase — coupled with greater wind and storage development — is what has allowed
Texans to beat the heat and keep their electricity bills down.

After all, several thermal-energy plants in the state went offline in recent weeks, as
coal, natural gas and nuclear facilities appeared to buckle under extreme temperatures and
shrinking maintenance windows. Additional solar and wind generation more than made up the
difference. Renewables overall have lately represented roughly 35 to 40 percent of power
generation at peak, compared with about 30 percent last year.

The result is not only that renewables have enabled Texas residents to keep the lights and
air conditioning on during this hellish heat. They probably also saved Texans “billions of
dollars” last week alone by keeping prices from spiking, says Doug Lewin, an Austin-based
energy consultant and author of the Texas Energy and Power Newsletter.

What’s responsible for this … ahem … windfall?

Federal tax incentives, including those in the Inflation Reduction Act, have certainly
encouraged additional renewable development nationwide. Technological advances have as
well, with wind and solar development costs growing increasingly competitive against
fossil fuels even before taking subsidies into account. Improvements in storage technology
have also helped address renewables’ most-cited weakness: their intermittency. With better
batteries, air conditioners can reliably keep blasting even on cloudy, windless days.

But much of this is a Texas-specific story, too.

Though not exactly known for its bleeding-heart-liberal populace, Texas generates more
electricity from wind and solar than any other state. Of the 710 megawatts of new battery
storage that went online across the United States in the first three months of 2023, about
70 percent was in Texas alone, according to data from S&P Global.

Perhaps this isn’t surprising, if you look at Texas’s landscape and demographics; it’s
naturally quite sunny and windy, with a growing population. These features have made it an
attractive place to site new and efficient renewable-energy projects.

The state has made some smart policy decisions, too. It got a jump-start on expanding
transmission lines, for instance, to help move power from windy but secluded areas to
denser population centers. The state’s electricity market was designed to make it easy for
new energy producers to connect to the Texas grid.

Perhaps most important, Texas (unlike, say, California) has a relatively permissive
permitting environment for building of all kinds: housing, energy infrastructure, you name
it.

At least, the state has had a welcoming regulatory environment for all these things. More
recently, Texas politicians have been threatening to kill their golden goose.

In the legislative session that recently ended, state lawmakers introduced a raft of bills
designed to curb renewable-energy investment and prop up traditional thermal energy
producers. One bill, for example, would have put new permitting requirements in place just
for wind and solar, and nothing else. “You could still site an oil and gas well literally
across the fence line from a day-care facility,” explains Lewin, “but you’d have to go and
ask permission to put a solar panel on somewhere.”

These bills seem to have been motivated by a combination of factors. For some, it’s just
NIMBYism (people not wanting their rustic views ruined by wind turbines, for example).
Others want to help the state’s beloved fossil-fuel industry. (Texas remains the top
oil-and-gas producing state in the nation, too.) And perhaps others are driven by
culture-war concerns (renewables are indulgences pushed by commie tree-huggers, etc.).

While the worst of these bills didn’t make it through, they are likely to get revived in
the years ahead. Renewables have proved a favorite scapegoat for any problems with Texas’s
power system — even when they’re actually the key to alleviating those problems. For which
they never seem to get their due.

California is seeking to upend trucking. Americans will pay for it.

California Democrats might be proud of their progressive climate policies requiring the
trucking industry to switch to zero-emission vehicles (ZEVs). But the rest of country will
be paying for it.

The state’s Advanced Clean Trucks rule, adopted in 2020 and recently given a waiver from
federal Clean Air Act provisions by President Biden’s Environmental Protection Agency,
will force truck manufacturers to sell increasing numbers of ZEVs until sales of trucks
with conventional internal combustion engines are ended by the state’s 2040 goal. Fourteen
other states have adopted similar rules, and several more are in the process of doing so.

It would be one thing if residents of those states bore the burden of such policies, but
that won’t be the case. Zero-emission heavy trucks can cost as much as $120,000 more than
a comparable diesel-fueled model. That means trucking companies will either have to
increase the prices they charge — if they can pass such costs onto consumers at all — or
receive massive public subsidies. Either way, Americans across the country will pay.

Another California policy set to take effect in January could cause even more havoc. The
Advanced Clean Fleets rule will make trucking operators buy the vehicles the state is
forcing manufacturers to sell, essentially pushing truck fleet owners to buy costly ZEVs
as they retire existing trucks.

There might not even be enough ZEVs available to purchase to comply with the rule. While
the California Air Resources Board states there are “over a hundred ZEV models available
now,” that does not mean production has ramped up to allow every purchaser to buy one when
they need it. Exemptions in the rule will help fleet operators by allowing them a few
years to bring their fleets into compliance, but complex reporting requirements for those
exemptions will impose significant costs on companies that, again, will be passed on to
consumers.

Then there’s the charging issue. Electric trucks have the same range issue as electric
cars: They can only drive a few hundred miles before needing to recharge, which can take
hours. Andrew Boyle of the American Trucking Association recently testified before
Congress that it would take a truck five to 10 hours of charging to drive the same 1,200
miles that a 15-minute refill at a diesel pump would offer. That driver downtime
significantly raises the cost of trucking.

And that’s assuming drivers can find suitable chargers at all. There are nowhere near
enough chargers on California’s highways — let alone in the sparsely populated desert
regions neighboring the state — to satisfy even a fraction of the potential demand.
Entrepreneurs are trying to meet the challenge, but it will take years to build the
charging network, assuming that a state that suffers periodic blackouts can find enough
energy to power it.

Since the Golden State is so essential to the nation’s import supply chain, any policy
that would upend trucking there would affect everyone. More than 40 percent of the
nation’s imports flow through three of California’s ports. If the trucking industry can’t
continue servicing those ports at the scale and cost that it currently manages, the entire
country will pay more for goods and receive them less quickly. The chaos resulting from
California’s rules could make the supply chain interruptions of 2021 look minuscule by
comparison.

National problems require national solutions, not ideological crusades imposed by one
state on all the others, which helps explain why 19 other states have filed suit in the
U.S. Court of Appeals for the District of Columbia challenging the Advanced Clean Trucks
rule. A far better approach would be for Biden and congressional Republicans to work
together on a legislative approach to interstate trucking electrification that would
prevent a potential election-year catastrophe from unfolding.

Climate activists want rapid change, but large economies and industries cannot change
overnight. This attempt to transform a crucial sector overnight is one California dream
that could easily turn into a national nightmare.

I got all that. I've lived in CA albeit not for long. I recall moving to Hollywood and
getting a place on Selma at Wilcox. In my travels up and down Hollywood blvd, I recall
thinking I needed to rent a car one day and drive up into the distant hills.

A storm system blew through one night, hard winds and drenching rains. You can imagine my
surprise to see that with the smog blown away, the 'distant hills' were only a two to
three block walk from the Blvd, so yeah, I understand CA's air pollution problem. Landing
at LAX after flying across country was like diving into a muddy pool and that was in the
early eighties after nearly two decades of emissions controls.
