There is a widespread misconception that the CCP led government is not a by the people government because the people do not get to choose their leaders.

The CCP has 90+ million members. About half of a million work at the local government and higher up, the rest work at the grassroots.

In the US, "from the people" usually means pushing the one arm bandit per the wish of the money class. And a much smaller percentage of people asking people to vote for their favor candidate and prepare for the election. In contrast, "By the people" in China is a lot more substantial. They are they are in contact with almost all people of their communities all the time. They relay what the people need and want together with their own opinion on what the government should or could respond upward. At the higher level, the members collate and harmonize and prioritize the needs and desires as well as the suggested solutions. Various policies are then finalized at the appropriate level of the government. Information than flows downward along the same group of CCP members. they harmonize polices with local situation and they also explain and make suggestion to the grass root level on how to best implement the policies.
