The CCP defeated the National's larger and well equipped (by the US) army with
the support of the people. It certainly take the people seriously and with great
humility. Mao's mistake was serious although unintended and exacerbated by the
drought. So CCP leaders spent a lot of time on their mistake. And they amend the
Chinese Constitution to several times to preclude similar tragedy in the future.

First of all, they realized their naivety for thinking socialist ideal could be
achieved quickly by a great leap forward.So they added, China is at the early stage
of socialism.
But the more they tried to build up socialism in China, the more they realized the
difficulty. Hence they added to the constitution "for the long time" to reflect the hard
reality. That is, China would be stuck at the early stage of socialism for a long time.
In a third round of Constitutional tinkering, they specified the concept of "scientific
development." That is, development must be based on scientific principles. Not on
anyone say so. In later round of tinkering, "step by step" was also added.

Historically, Chinese officials wrote the right and wrong of the previous dynasty such
that they knew what could be followed and what mistakes should be avoided. These
are the 24 histories. Modern CCP led China kind of elevates the rights and wrongs every
5 years or so.
