"We regret that we are unable to accept £50 notes if change is
required."

What's going on here? Why are the notes refused "if change is
required" but presumably not otherwise?

I think I penetrate their meaning: they may not have
enough change for 50 pounds. A conductor once tried to
put me off a bus because I offered a thousand-ruble note
for a ticket. After a minute of quarreling she produced a
crumpled piece of paper stating a "change fund" of 250
rubles, which meant they were not obliged to sell tickets
if the change exceeded that amount.
