That's what nukes are for. During the Cold War, we couldn't match the
Soviets in terms of manpower in Europe, so tactical nukes had to make
up the shortfall. It ought to be interesting to see what happens when drones
and cyberwarfare are tossed into the mix:

Their jobs are too important for them to be "left to their own devices"!
