At what point a police state is really a police state is debatable. In some sense, all states have some elements of police state. It reflects the dynamic between
a people not trusting their government and the government not trusting the people. The US is long on its way in making a populace accepting its kind police state
Since most people consider the government not trustworthy, the acceptance is out of fear from third party threat, including those originated from fellow Americans of different religion and different ethnicity. In addition, people's lack of reaction allows government to act further and further away from the US Constitution.

The following excerpted from "Battlefield America: The War on the America People."
"How do you get a nation to docilely accept a police state? How do you persuade a populace to accept metal detectors and pat downs in their schools, bag searches in their train stations, tanks and military weaponry used by their small town police forces, surveillance cameras on their traffic lights, police strip searches on their public roads, unwarranted and forced blood draws at drunk driving checkpoints, whole body scanners in their airports, and government agents monitoring their communications?
Try to ram such a state of affairs down their throats, and you might find yourself with a rebellion on your hands. Instead, you bombard the citizenry with constant color-coded alerts, terrorize them with reports of shootings and bomb threats in malls, schools, and sports arenas, desensitize them with a steady diet of police violence, and mesmerize them with entertainment spectacles (what the Romans used to refer to as “bread and circus” distractions) and electronic devices, while selling the whole package to them as being in their best interests.

We Are the Enemy
The outlook for civil liberties grows bleaker by the day, from the government’s embrace of indefinite detention for U.S. citizens and armed surveillance drones flying overhead to warrantless surveillance of phone, email, and Internet communications and prosecutions of government whistle-blowers. Meanwhile, the homeland is ruled by a police-industrial complex, an extension of the America military empire. Everything that our founding fathers warned against—a standing army that would see American citizens as enemy combatants—is now the new norm. The government—local law enforcement now being extensions of the federal government—has trained its sights on the American people. We have become the enemy.

These troubling developments are the outward manifestations of an inner philosophical shift underway in how the government views not only the Constitution and the Bill of Rights but “we the people,” as well. The US is a place with lots of police brutality. North Korea is a police state. China has some elements of a police state, but it's nothing like North Korea.

Do you understand the difference between a police state and a country with lots of police brutality?

No need to ask me. I had stated at the beginning that "At what point a police state is really a police state is debatable."
Feel free to take down John W. Whitehead's point that the US government sees the people as the enemy. If you have information that John W. Whitehead (mini-bio below) does not know, I would be happy to hear that.
