There are 5 responsible parties responsible for it.

1. The architect who designed the building.

2. The builder - the main contractor who was awarded the contract. The
subcontractors engaged by the main contractor for the various building
works. Subcontractors involving in carrying the piling works could have
cheated on not piling the concrete or steel piles to the required depth of
piling that is determined by the depth of the granite bass in the ground.

3. The engineers - the structural engineers and mechanical consultants
involving in engineering drawings in the layout of structural, mechanical
and electrical placements, and the design size of steel structures, and the
depth of piling, and calculations of them, thereof.

4. The consultants involving in independent checking and certifying of
engineering checking, auditing, and certifying the work being done.

5. The quality control and quality assurance engineers and independent
quality auditors in the measuring the pile depth of the completed piling,
soil investigations, laboratory of castings and soil tests that were carried
out during and after the pouring of concretes.

When was the last time you bought a car made-in-the-USA???
Mine was in 1974!!! a Chevy station wagon, nothing but trouble for the entire 3 years I had it.
