Been around for a while.

It usually refers to countries ruled by military dictators who came to
power in a coup, and squirrel away their country's public funds into
their personal Swiss bank accounts.

Yes, however it has only come to the fore after the invasion. Until
recently these Russian gentlemen were called 'oligarchs' in countries
that were grateful for harbouring their ill-gotten riches.

UK, US and the EU are all complicit in providing safe-havens for these
funds. The news I heard today's was that Switzerland - that well know
snake-pit of bankers - took 48 hours longer than others before it
adopted the sanctions against Russian accounts.

I first heard it in 1983 or 84 (that school year) in a class of 20th
century history. It was not in the dictionary and for a long time I
thought it was a coinage of the teacher. It may have been, but not the
original source as I think its been traced back to the 1960s.

Zimbabwe has been, and has been referred to as a kleptocracy since the
late 1990s.

South Africa was well on its way to becoming one during the reign of
Jacob Zuma, with "oligarchs" like the Guptas, aided and abetted by
Brit public relations firms like Bell Pottinger.

But the worst are the military juntas.
