Brazil is a country with lots of poverty and a subpar (health) infrastructure.

If we add rampant corruption and a weak state (the favelas are de facto
rulers in the area they operate), caused this sad situation.

There's also a big difference between the south and the north of the country.

If we compare Brazil with India, India dealt better with this. I think that's
because the state is stronger than in Brazil.

So, whatever president Brazil would have the situation would be the same.
