California has the cross roads effect: places where different

We overpromised unemployment insurance, so we're in hock to the
feds. That's going to take time to pay off. Florida has the same
problem, but instead taking the hit with loans, Florida
republicans decided to punish the unemployed for being
unemployed. As a result california consumers still have money to
keep the local markets alive even from a sick bed. We don't like
isolation, but it's not a life or death issue, so we can
concentrate on safety.

Outside of Los Angeles, I'm not aware of counties at war with
their police and sheriff. Problems occur, dispute happens, and
crimes charged, but I haven't heard of any sustained riots
against local peace officers outside of Los Angeles. Protests are
sympathy pains for out of state police misconduct.

Police have long been 'defunded' in that departments also hire
non-peace officers, such as in office clerks, and in the field
mental health social workers and traffic enforcement. If they
don't need to kill people, they don't carry guns, so they don't
have to be peace officers. That saves money.

The latter can be expanded. Most police interactions are traffic
enforcement which are just infractions. Turn that over to unarmed
traffic patrols. Peace officers are available for drivers who
resist or go beyond infractions. We can send MSWs with peace
officers to domestic disturbances; if the dispute can be talked
out, the MSWs stay to talk, while peace officers are released for
disputes that can't be talked out.

Two people leave. The successful who are retiring and no longer
interested in hard work. They want some place they can afford to
buy a palace. The unsuccessful who cannot contribute enough to
earn their keep so they go where life is cheaper. In either case,
the people leaving cannot or don't want to contribute to the
economy.

Homeless is a problem because home construction still doesn't
match the number of people who want to live here. Some of the
barriers are legal: cities don't want low cost housing because
that reduces the property taxes they can collect, and neighbours
fear a drop in home values. The sign of the california apocalypse
is when home prices crash, not that people are leaving.

'Illegals' make farms prosperous. Tech is only half the
california economy; the other half is agricultural.
