They should extract the tree up and transplant to elsewhere instead.
This will save the tree.

Tree takes years to grow to this size and now the trees were killed in
order to eliminate their root protruding and spreading problem near to
roads and streets.

Lifting of old trees but only good ones are saved and only valuable ones
are saved too.

In one country in Asia, no one has the right to remove or destroy or
even steal or pluck any tree or shrub or any fruit from any tree without
the approval from a specific ministry.
