In 2020, why didn’t the Hong Kong government postponed the new national security law for at least a month or two to negotiate with pro-democracy lawmakers who opposed the National Security Law?
The central government in Beijing had waited for the HK government to come up with a draft National Security Law since at least 2003, but the HK government repeatedly failed because of repeated protests.

When the Beijing central government was forced to act, they didn’t care about what pro-democracy activists in HK wanted because these activists were the source of the trouble.

There is a simple rule in China: the central government does not publicly negotiate with local governments. It tells local governments what to do, and if they don’t, those officials are immediately removed from office..
